How often do the upper bolts snap when removing them ?

Difficult question to answer I guess...

I have done the fronts on my sons TJ but am wary about attempting the rears. 

Its quite a difficult location to access if you snap a bolt off.

Especially from the floor of my garage without a lift...

They snap often, best you can do is spray them down with some sort of penetrating spray for a couple days before and re apply to make sure it soaks.

Then just turn the bolts steadily and slow.

oh man i know your pain, I snapped two last fall.  What i did was lift the body up off the frame and used my air hammer to break off the nut/bolt that is stuck.

I used the flat chisel from the back then the pointed one from below until the both came out.

I had to create some interesting looking lopsided washers to bring everything flat afterwards too.

Nylocks and anti seize now

I have always sprayed the bolts everyday for a week with PB Blaster. Out of all the shocks I have changed I have only had one break off.

Sixty4X4:
If you can use a oxy-acetylene torch and quickly heat the bolts up red hot then spray with water. That breaks the rust loose. Do not attempt to undo the bolt until it is cooled right down. Also throw the bolt and put a new one in.
