Title: cold temp brakes frozen

when the temp drops to -20 or so my power brakes are frozen. any ideas what it could be?

define "frozen"??   hard to push pedal or pedal will not move at all??  if hard to push, suspect a bad vac booster.  if won't move at all, excessive moisture in the master cylinder could be the culprit

the pedal is hard as a rock, after I pound my foot on it a few times it starts to move.

Time to replace all of your brake fluid.  Over time the fluid absorbs moisture and eventually becomes laden with moisture and the freezng and boiling points change.
