91 xj only in the morning or when it's been sitting for awhile the steering is stiff. Fluid is full no aparent leaks, any ideas. ::)

Nope, drained it and replaced it all thought maybe there was water in it, did not work :-\

three posibilities I can see. I would say that it is clearly a"being cold" issue as it appears to work fine once it runs for a bit or warms up.
My first instinct would have been fluid either too heavy or old, it sounds like you have ruled that out.
My second would be a pinched or bent line that is slowing the flow of the fluid.
Third would be a bad or failing pump.
I can't see any of the steering components causing stiff steering, and then loosen up as it warms up.

I thought of the bent or kinked lines but nothing seems out of sort, unless its cavitating on the inside which is a possibility, or as you mentioned a diying pump. Add that to my list of upgrades, anyway thanks for the input guys I appreciate it.
