If you are looking for $500 installed there is nothing on the market. For under $500 the closest you are going to get is probably the Zone 3" kit or the 4" for ~$550. Then you have to buy tires for it which are not cheap in Calgary, I was quoted ~$1550 for 33's. Shop rates will be around $100/hour and would probably charge about 6-7 hours for an install. So about $2600ish all told, tires and labor.

you can get 33's for 1000 just got to look around and for a spare just run someones old used tire .. it just needs to get you out of the bush
dont pay someone to install. do it your self that way you learn more about your jeep, and learn how to work on it for future break downs on the trail ...

Your best bet for a cheap 4" lift is probably going to be 2 inch coil spacers and 2 inches of body lift.
You can pick up the spacers for less than $150 at either National or Modern (if they ever have them in stock) as well as the body spacers for about the same price.
If your reason for a lift is simply bigger tires than this is the way I would go for now.

Another way to go is OME (old man emu) springs and shocks. Still more than 500$ but great quality and rides awsome. The Heavy duty kit gave me 3 1/2" of lift.

As for 33s, if you're patient a used set will pop up...forget $1500!
