is there alot of differece in quility from buying the high end rigid light bars compared to the ones being offered on kijijij for less then a 3rd of price ?rigid bar 1500.00 and ones on kijiji 400.00 .or are lights you get what you pay for

They're most likely all manufactured out of the same factory anyway, so go for it.
A buddy of mine a few months ago ordered one from alibaba.com (like a chinese version of ebay but you can buy direct from the factory) and he got his for less than 400 if I remember right. Ended up selling it for profit.

Personally I've never compared, but I've hear complaints about yellowing and moisture getting behind the lenses of cheaper versions.

not that i'm cheap, but i'd run a cheap one.
might not feel as bad when it gets stolen...... pretty sure when your 1500$ light bar gets stolen off your rig at Chinook it will really squirt you off. i've heard they are popular to steal.
as for performance, don't know. threat of theft would be neough to deter me though

I hear that expensive tires get stolen sometimes too. I'm switching over to 31" Thornbirds on D-window steelies next week to avoid theft issues.

Don't knock D-window steelies :'(
