Driveline bind on old cherokees
is this normal

Is this on pavement?

I think what you're saying here is you can turn much tighter in 2wd than you can in 4wd. Thats completely normal.
When you engage 4wd in a vehicle with a part time 4wd system you've just connected the front and rear axles to the each other through the transfer case. As you try to make a turn the front wheels try to turn at a slightly different speed than the rear wheels which results in what's called "drive line bind". The bind is not as noticable on soft loose surfaces but on harder surfaces you'll hear all sorts of noises and the front end will hop as it tries to unbind.
BTW ... Driveline bind is hard on parts and its why you don't want to run 4wd on smooth hard surfaces such as pavement.
