That's exactly what it is..........$399 for back up duty is a good deal me thinks !! ;)

Does the Costco $400 Ramsey Winch box come with that setup?

The display on the shelf was had the handles but I don't know if it had the hitch part.

Yes it comes with reciever mount, remote, snatch block, roller fairlead and 12 Volt quick connects !!!
