"Mudguards.

64   The body of a motor vehicle or trailer or a fender, mudguard or similar structure must cover the width of the tire and extend to the mid?point of the axle when viewed from behind the vehicle."

So how far back, and how high is your head supposed to be??? If I'm standing 4 feet behind my jeep I cant see half the tire with no mudflaps. If I'm sitting in a big rig ten feet behind I can't see half the tire. If I am a hundred feet away then I could see more than half, or if I lie on the ground, or in a low car.

Seems very vauge and looks like it could easily be fought and won in court. There are no "specific" measuments to go on. That's my take on it anyway.

You are trying to read between the lines here.  Basically they will take a line straight out from the axle and if you mudflap are above that line, no good, below, OK

Most of the city police do not really know this laws, but you have to walk out for the highway officers.  Of course if you are driving a Jeep with 8" of lift, 31s and no mudflaps they are probably going to ticket you

I was eating dinner somewhere and a bunch of cops were parked out front and i thought of this mudflap thing. I was looking at there police explorers there.

The hell their mudflaps came down half way down there tire from behind. Werent even close.

Well I guess I kinda am, and that's how I thought they measured it, but I still stand by my reasoning. A lot of  pickup trucks, suv's fenders do not cover half the tire when measured this way. So back to my question, what are the actuall measurments and procedures for measuring?

I got pulled over and the mudflap thing was mentioned to me as a warning.  When I looked at the Durango he was driving it didn't have any flaps.

When it is OEM, I think it is a little different.  Reasoning the Renegade Liberty's are illegal because of the lightbar but none of them are getting tickets

If you want to cover you butt, get mudflaps that are at least 3-4 past the centerline of the axle and call it a day.  Also don't drive like a dick and you would attract attention

I thought it's not illegal if you leave the covers on when on-road.
