Fuel Filter

So I have noticed over the past little bit that my TJ seems to stall while crawling up steep inclines (really steep, rear bumper dragging on the ground steep) I have also noticed that at times she seems to have a slight hesitation when shutting down and restarting on slight inclines (such as my driveway) I figure that this is more than likely a fuel delivery issue and am pretty sure the fuel pickup is not the problem as it has happened on a full tank. So I figured I will start with the cheap and easy first, the fuel filter (probably needed to be done anyways as I am over 100K) where is it located and any tips or things to watch for from any one who has done this would be great.
