What area did they find the dog in?? A good idea for them would be to call vet clinics in the area and give them all of the info for the dog including the name on the tag.  Most clinics can search by the dogs name and narrow down breed and they might be able to find the owners that way.
If they have had it for a couple of days now it might be in their best intrest to call the city and have them pick up the dog.  Most sources tell the owners of lost dogs to go to the city pound/SPCA to find them.
If your friends are interested in adopting the dog if the owners are not found, they can let the city know that and they do their best to make that happen.
If they are worries about the owners getting fines...the city tends to let people have one get out of jail free for your dog if they go to find it and are nice.]

Best of luck to your friends

Yep thats usually the first place I go looking for my dog when she gets loose. I feel a lot better knowing thats she is there safe and not running around in traffic, even if I do have to pay a fine it worth it.

Anyone that doesn't go looking for their dog there doesn't really want them back anyway....

Sounds like an Ogden or Riverbend stray. Hope the owner is found
