TJ transfer linkage adjustment

My linkage was bent, so I fixed that tonight and hooked everything back up.  Now with a lift, I know that you loosen the bolt, and pull the bar on the linkage to the front.  I still can't get it to go into 4Low. 

Is there something I am doing wrong, or is there a trick to this?

I've got the same problem in my 97 TJ with a 2" bodylift. Haven't figured it out yet.
