My 93 YJ is leaning about an inch to the drivers side.  Without rearching
the springs what good way is there to level the thing?  I've considered adding the required lift of a shackle on the left side.???

Swap the springs to the other side.  With the constant weight of the driver always in the Jeep, this happens sometimes

if they are original springs and they have high mileage maybe its time to get new springs. swapping sides would be a cheep fix, but if you got them out anyways, why not get new... or lift springs... then some good shackles... then some longer shocks and brake lines... then you have to fill the big empty gap in your wheel well with more tire... then you'll need bigger axles... its a jeep thing, it will never end;)
