If he doesn't come through with the dollars that he agreed to, when he agreed to, I hope that you staple some tender body parts to the floor. Ignorance of the law is one thing (and is excusable)...but failing to live up to financial commitments to a tenant is ridiculous.
I followed a rainbow out to a garage and found a leprichaun. The rainbow ended in a potted cactus on his porch, but there was no gold :(

1. Call Consumer and Corporate Affairs and make a complaint about him. Unless they've changed things in the last 6 months, they should bring their own charges against him...no Trust account, failure to return damage deposit
2. Small Claims court...nominal fee...NO Check-in...cannot deduct anything from damage deposit...period! Damage deposit must be returned within 10 days of end of Tenancy.

I have a guy who actually owns his own company dealing with these types of situations... if you would like I can pass along his information to you and maybe he can give you some true legal advice... He's dealt with Evicitions, Court Summons, etc and he even had his own apartment buildings where he dealt with being a landlord himself.

Let me know if you'd like his information or if you would like your info passed along to him. PM me or not (if its been resolved).

Just talked to my friend he said that the Residential Tenancy Dispute Resolution Service is more tenant friendly and is cheaper but if you feel that the person helping you there is not "intelligent" enough regarding your case that you can go thru him but he does cost more... but theres a lesser chance of you losing the case.

hope you win, because i hate landlords like this... i've just been thru dealing with poor landlording as well. I wish you all the best.
