I am wondering if you can buy-or is it advised to use bolt on spring perches-want to do an axle swap-but cannot weld-I have friends that can...but I am just wondering if they are available to buy...thx

I don't believe you can.  I think it would become an issue of them "slipping/twisting" under load.

When I did my spring over I went to Standens and bought new perches there and had them welded to the axle.

Just my thoughts

I bought a set of spring perches that were the weld on style and then torqued them down with my u-bolts and then once I was happy with the pinion angle, I had them welded in.

you will also have to make your frame a 1/2 inch a side wider to fit the 60
