Tubed ZJ fenders

Has anyone tubed ZJ fenders after opening them up? I took the hotsy to the Z yesterday to clean it up a bit and found some rust at the back of the fender just above the cladding. I thought maybe someone had tried adding a tube to the fender after cutting to give it back some strength.  I know there's a couple of companies making cut-outs, but they're pricey and I thought I'd explore some other options first. Any Thoughts anyone? Thanks

Thanks for the links, Thats basically what I had in mind. Maybe I'll play with the sand and bender and see what i can mock up. If it is a go I'll try to take pics as I go
