I do work in the industry and just an idea to try.
There is a Cancer subsidy program in Alberta called " Animal Cancer Therapy Subsidization Society" that was set up by a group of volunteers to help in these situations.
They have an application online that your friends could fill out and then thier veterinarian tends to fill out a portion as well.
http://www.actss.ca/I am not 100% sure how they work, but its worth a shot. Looks like their Veterinarian will have to fill out a portion of paperwork to be able to apply. But their doctor should be able to get it online themselves (will need a password to get get it)
As for trying out of town/more clinics. I would welcome them to call around. I doubt that many places will give to many estimates without seeing Kona in clinic for a consult (legal issues there). I do agree that many clinics outside the city WILL be cheaper, but they may be skipping out on some things that their vet has already recommended.
I have worked at clinics inside the city and outside the city and they operate VERY different.
