TJ Tow Points Need fix for $$$

The front two stock tow points on my TJ have been yanked so hard the bolts have peeled the bumper and frame a bit. I will hook someone up with some cash if they could fix this by welding on a some 1/4" plate over the area. I need to get this "straightened out" so I can mount my winch.
