Help Taking off my bumper

hey all i have a bit of a problem with my tj im mounting a rack system on it, the rack bolts on to the outer right and left sides of the two mounting bolts for the rear bumper.
now i didn't notice until i started to remove them that the hitch i have on has been welded onto the frame and to the bumper as well, i just need to remove the bolts
so i can mount the rack with the replacement bolts. but the bolts currently on the bumper are welded on i managed to get on off with a saw and cold chisel.
im wondering if someone has a better way to get em off? ill throw some beer your way

i dont drink bear but if u wanna come by ill weld them off lol for yeah with a torch let me know 612 1893. 10 bucks would be nicer then beer :P
