There's a whoooole bunch of large steel plate in the scrap piles at federal. I was there just over a week ago picking through and grabbed a 5'x2' piece of 3/8" steel.

are people allowed to just got to federal metals and root through the scrap bins?  check in at office first i assume.  this is awesomeif this is the case lol.  being a welder i can always use some cheap steel

Yes you're allowed to go rooting through the scrap pile at federal.
You drive up to the entrance and park on the vehicle scale, walk into the front office and ask to go into the yard, they measure the weight of your vehicle while its on the scale. You then drive into the yard and park somewhere, load up your vehicle with whatever scrap you want to purchase, and again park your vehicle on the scale before leaving, pop into the office, they see the new weight of your vehicle loaded with the metal you want, and you continue with a transaction before leaving.

Please bear in mind they do prefer cash transactions. There is a benefit to you, as they will often give you a cheaper price as long as you're using cash.
