XJ roof rack - adding rails

Can I add more adjustable rails to the stock roof rack on my 95 Cherokee?
1995 Cherokee Country (Kaw-liga) - Way too much chrome, but just enough red.

Find a matching set in a junk yard and yes. You can theoretically add as many as you want. Newer XJ's iirc had a different style so make sure to find ones that match.
I did a Google search for "hot trannies" but nothing came up about oil coolers  :o

Worrying too much about mpg with a Jeep is similar to worrying about your sister's virginity. An ok thing to be concerned about but...

You can also add Yakima bars up there with towers that attach right to the factory rails.  I did that with my '96 Cherokee because the factory rails are garbage.
