No OverDrive?

A little while ago, i got my whole transmission rebuilt. And just recently I had the need to go on the highway, and my over drive will no work. I do know that i have an overdrive capable tranny, and when im doing about 110 it sits at 3000RPMs, which is way to high. Once in a while driving at low speeds the engine hiccups, im not sure if its related or not.

Ive done some research and found that it could be my TPS

Its an old 1994 JGC 4L in6

I would take it back to where it was rebuilt and get it looked at.
