What is generally considered the most you can lift an XJ without worrying about control arms and steering angles?  4.5"??? I still do a lot of highway driving with my XJ, so I also want to make sure that it still handles well at those speeds.

3.5 is safe...4.5 is pushing it.

You can do 4.5", I did but its not very good for a daily driver, plus at 4.5" you start to push the limits of the stock control arms when off road. I bent a few before I finally upgraded.

Used ones come up for sale fairly often, I think there are some for sale right now in the for sale section.
