I replaced  my front calipers (old ones were sticking - damn mud), rotors and brake pads on my '95 YJ.  I sprayed off the new rotors with "brake clean" and bled the calipers until I didn't see any air bubbles in the bleeding line.  The brake pedal feels fairly firm and I do have brakes but they just don't have the bite I expect.  I didn't do anything with the rear drum brakes.  I will likely look at them again to try bleeding them again and to check the pads and rotors.  Any suggestions?

two things you probably already did, but just in case:
1. have you adjusted the rear brakes (STAR wheel)\
2.  did you break your pads in correctly (read the instructions, some pads are different than others for stopping dist. and speeds)
And remember when bleeding brakes always start at the furthest from the master cyl. ie pass rear, drivers rear, pass front, drivers front.

I agree, your power will come back with a bit of break in. When I did my brakes last year, the first few stops were positively scary. If it doesn't improve, a switch to a different pad material sometimes helps.
