ok. i wanna get some more altitude on the ZJ, but i also want to get some more droop outa the suspension as well.  moreoer, i want level out the jeep after I mount the winch as well.  currently, my plans is to do a 2" spacer up front, and 1" spacer in the back. should sit it level, giving me another inch of lift too.  so as it'll stand, i'll have the RE 3.5 and 2" spacers for 5.5" of lift, hwoever i know it'll settle closer to 4.5" or 4".   now, things i want to address;
brake lines; will use either extended ZJ or YJ lines, should be more than long enough
control arms: I have adjustable fronts uppers and will be getting rears as well. currently i have all adjustable lowers in the rear and fixed fron arms that came with the kit.....

so, basically, to my knowledge, the only thing at the moment limiting axle droop (asides from a short arm setup) is my shocks, aka they limit my downward motion.  so my question is what can i do to gain some more droop when i put my spacers in. i have lots of upwards flex, but i want some more downwards flex, so what should i look for in a shock?  basically what i think i should do is pull it all apart, and flex the axle as far as i deem necessary, and measure the distance it will move, then buy a shock capable of such travel.

any insight to all this would be cool. if ya have no clue what i'm askin, lol just ask too. basically i'm just trying to get as much movement outa my short arm suspension as is possible.

Basically you answered your own question, measure both the compressed and extended lengths for a shock and go find one to match.  Also possibly an adjustable track bar

ya. trackbar is on teh list as well.  mostly i was just curious how others have come to the conclusion on what type of shock to run. i went with the 'suggested' shocks for my lift kit, and i'm not entirely happy with them, so i figure any ideas/tips/suggestions on how others have picked would/will help me come to an educated guess lol.

I went through the same thing with my YJ just recently.  I was installing a lift with not the most popular lift heights.  RE and Rancho list all of their measurements for their shock, extended and collapse.  I just talked to OME to see.  Basically, I just started seeing for my lift height what all the different lengths were and then just picked.
