I just bought a 95 jeep cheerokee there is a washer light on and the fluid is toped up is there a tank for the rear washer and if so where is it located

Rear washer should be supplied from the same tank as front.  If the light is on even when it's full better check for electrical connections at the tank.  There should be a 'level detecting device' near the bottom of the tank.  If connections are okay ya might have the take the switch out & clean it or it could be poached :) .
