some Fire Dept take used oil/other chemicals-paint/a-freeze...etc.

cdn tire ... they also take antifreeze etc and even things like household batteries ...

A mechanic that I go to when I can't do the job myself lets me dump my used oil into his bin. But I wouldn't just walk into any shop ask ask to dump my oil.
