troubles installing new Flares

Has anyone had this trouble, if so, how did you solve it.

I installed some new extended flares on my tj, but had trouble taking off the originals. On the front flares there are 3 bolts that don't have nuts on them (the 3 to the rear of the front flare have metal sleeves). On the driver side one of the sleeves started spinning and I couldn't get the bold out. Eventually just popped out the whole thing, bolt and dleeve together. I solved this one by just reaching in behind and using a nut and bolt. The problem came from the smaller rock guards on both sides the rear nut just started spinning ended up popping them out too. The only problem is that there is no way to access in behind there to get a nut on it. and because it is the back one that is no longer attached, there is a some play in the rear of the rockguards

Any ideas??

if its really loose where you can't get in behind,and its bothering you,you could put in a pop revit.

I guess I could do that... I'd just rather have it removeable for later if I needed to take it off.
