inner tubes?

Why couldn't a guy use inner tubes to air down tires instead of using bead locks?
That way if you lost a bead you wouldn't loose your air

That is the principal behind the Staun beablocks and Inner Air Locks.  They both use a tube inside of a tough casing that helps keep the bead seated from the inside of the tire.  There is a sale on the Inner Air Locks (innerairlock.com) until June of this year.  There was a good write up on the Inner Air Lock in the May '08 Peterson's 4X4 mag and the Stauns seem to work well too.  I believe that Swampsinger has the Stauns.

Regular tubes woud not stand up to the abuse and would soon get a hole worn in them.

I have wondered this myself and to some extent I'm sure it would work...it wouldn't allow you run much less psi than a regular bead seal (cuz it could spin on the rim below about 10 psi) but it would very likely work to prevent the sudden air loss experienced when you unseat the bead a little. I've been doing some rally racing over the winter in small cars and we ran lower pressure (20-25) for traction and comfort but we blew a bead a couple of times hitting ruts at speed...most of our competition was running 40+ psi to prevent bead loss....so i was thinkig of getting some tubes in the fronts for next season to help this...and btw a tube is nothing like a staun bead lock as someone said, a tube simply prevents leaks but has no structure where the staun has a structure to it...

the staun beadlock system uses a tube within a reinforced pliable shell at 40-50psi to hold the tire beads against the rim. the downside is that the tubes have to come direct from staun, the yare special, they will fail at some point. PITA to get them from staun. inner air lock sais they use regular tubes you can buy from tire/tube supplier store. which is a very good idea.
