I had that problem before, try giving it a few taps with a hammer, sounds funny but it sometimes works!

Try putting power right to the starter.  Has your starter ever dragged before this?  If so your probably safe to get a new starter.

I think crappy tire will test your starter for you, may be worth while to try that.  Guess it could be the relay too though.  Try putting power right to it, you'll know then.

From my experience, usually if the starter is just clicking, that means that the solenoid is not getting enough power from the battery and hence the battery needs to be replaced

the clicking is usually the solenoid engaging the starting gear (which requires low current).  it means the starter motor is not turning (which requires high current).

when the solenoid goes, the starter spins and screams and that is when you usually can use a hammer to loosen up the solenoid or the battery is too low.

if yu dont know how to jump a starter, dont try.  last thing we need to hear is your jeep ran over you.

follow your power wire down to the starter and hook a booster cable or battery charger directly onto where the power wire goes

YEAH IT IS BUT THIS HAPPENED BEFOR IT DIED

stop talking in capslock. its annoying ;)

how long did you turn it over before it died? did you crank it for half an hour? or did it go click, click, click, dead?

diagnose;
your starter is NOT getting juice.  thats either the battery or solenoid.  if starter was getting juice it'd whine loud.
start with the cheap things; hook jeep up to a new battery.  if it still doesn't start its the solenoid.

i'll bet you a donut your battery is dead.
